Cookeville, the Putnam County seat, sits on the Highland Rim over soluble limestone. The City says its storm drainage relies on sinkholes and caves. NOAA's Cookeville station averages about 60 inches of precipitation and 97 freezing days a year. Water seeps into the cracks of an old drive, freezes and pushes them wider.

The City says Cookeville has one of the highest densities of sinkholes and caves in the region. A 2009 City report mapped sinkhole drainage areas over 45 percent of the land in its growth boundary. The report says paved surfaces raise runoff and the risk of sinkhole flooding. When it measured those surfaces, it counted driveways too.
In the NRCS soil survey, the five largest map units near downtown are silt loams. They belong to the Holston, Waynesboro, Mountview and Monongahela series. The NRCS rates all five somewhat limited for local roads and streets. Soluble bedrock is the reason it gives most often, with low strength or a shallow wet layer on some.
On ground like this, the base under the asphalt matters most. We set string lines and strip out the grass and vegetation. Then we grade the drive to shed water and pack the crushed stone base with a roller. Our asphalt driveway paving finishes with hot mix, laid from the top of the drive out to the road.
Putnam County, in the Upper Cumberland, reaches from the Central Basin up onto the Cumberland Plateau. The county's land use plan puts the plateau across the eastern quarter of the county. It puts much of central Putnam on the Highland Rim, a rolling tableland 950 to 1,100 feet above sea level. The plateau sits about 800 feet higher than the rim, behind a rugged escarpment of steep ridges and deep valleys.
The 2022 Census of Agriculture counted 883 farms in Putnam County, averaging 106 acres. Hay is the top crop by acres, and the census counted about 16,000 cattle and calves. On a farm, the lane from the road to the house or barn can run a long way.
We pave lanes a half mile to a mile long with our own pavers and rollers. The steps match a driveway at a longer scale, with the stone base built over the whole run. Some owners ask about tar and chip because it costs less up front. We quote it beside hot mix so you can compare the two.
Census survey data puts the median Cookeville home at a 1991 build. About a third of housing units went up before 1980, and about a third in 2000 or later. The town keeps growing, from 34,842 people in the 2020 Census to an estimated 38,212 in 2025. The Census permit survey counted 269 single-family homes permitted here in 2025.
An older drive shows its age in cracks and crumbling edges. If the base under it is still sound, asphalt resurfacing lays a new layer of hot mix on top. A failed base calls for a full replacement on a new stone base instead. The estimate tells you which one your drive needs.
New homes start with a crushed stone ramp. The City and Putnam County both require one before building inspections, to keep mud off the road.
Under Cookeville's zoning code, a new access point onto a city street needs a driveway permit first. The Director of Public Works approves it, and the Building Official issues it. A drive shown on a new home's building permit plans needs no separate permit.
The code caps a single-family driveway at 25 feet wide, or a quarter of the lot width if less. A required culvert must be at least 12 inches across in concrete, or 15 inches in corrugated metal. On request, Public Works may install the culvert in the right-of-way, and the owner provides the pipe.
A new entrance onto a state route, such as TN-135, needs a TDOT permit first. Outside the city limits, Putnam County has no county-wide zoning, but it enforces floodplain rules in FEMA's 100-year flood plains. State law also treats grading as excavation, so utilities get an 811 notice at least three working days ahead. Each office has the final word, and we point you to the right one.
